Something about public procurement in Ukraine
This article describes the features of government procurement, paying government tender, contains practical directions to enhance performance in gov tenders.
The legacy of the Soviet Union, Ukraine inherited a developed energy sector, chemical industry, metallurgy, mechanical engineering. Ukraine is a major transit country for Russian gas to European markets. The annual volume of public procurement is more than 15bil of Euros.
Taking into account the holding of Euro 2012 in Ukraine there is a growth market of national tender relating to the construction of infrastructure for the European football championship (stadiums, hotels, roads, electrical substations, etc.)
In order to avoid of abuse in the market of governments tender, to creation of competitive environment and to preclude corruption, the national administration has introduced legislatorial mechanisms of regulation of procurement process. Over the past five years, legislation and, accordingly, the rules in public procurement have changed several times. The existing law of government tenders contains a provision on equal participation in procurement process, both domestic and foreign manufacturers, creating a competitive environment and providing efficient use of national funds.
Without looking at the specified equality of participants and the transparency of procurement procedures, the Ukrainian realities are different from other world norms and overseas providers rather difficult to independently enter in to the market of government tenders. Not the least role in this is the complexity and bureaucracy of the Ukrainian system of public procurements.
